“Pressure Will Not Work”: Israel’s Long History of Resisting International Censure

Israel’s defiant response to the European Union’s sanctions proposal is consistent with its long and storied history of resisting international censure and pressure. From UN resolutions to condemnations from allies, Israel has frequently chosen to pursue policies it deems essential for its security, regardless of the diplomatic cost.
This deep-seated resilience to external pressure is a core component of the nation’s strategic culture. It is born from a historical narrative that emphasizes self-reliance and a skepticism towards the international community’s ability or willingness to guarantee Israel’s security.
In numerous past instances, including criticism over settlement building, military operations in Lebanon, and previous conflicts in Gaza, Israel has weathered storms of international condemnation without fundamentally altering its course. The government’s calculation has often been that the diplomatic fallout is a manageable price to pay for security.
The current Israeli government is betting that this time will be no different. Foreign Minister Gideon Saar’s statement that “pressure through sanctions will not work” is not just rhetoric; it is an expression of a long-held strategic doctrine. The government believes it can withstand the economic impact and that the EU’s internal divisions will ultimately weaken its resolve.
